does anyone know how they plan to watch emerald shinner
law on lake erie in ohio?

That is a very good question - I'm not sure how they are going to track it other then to trace back to the live bait supplier and make sure they have an APHIS certificate that states that the fish have tested negative for VHS.

I would expect some random inspections or local shops and that they will be pretty diligient about black market live bait.
