Trolling Drag

I was taught that you set the drag to 1/2 the test - so 30 # line - drag to 15#. I have set my reels that way measuring with my digital scale ... but I have fished boats where the drag is set very light - other boats where it seemed to be on the tight side, and then ofcourse, most boats which are set to where ever they were left LOL. How do you set up?
