sounds like some thing is wrong, may be the choke is not working or out of adjustment
I will have to send you to a yamaha dealer
(not qualified as a yamaha expert)
be a good chance for you to check out a couple local yam dealers to see who you will be able to trust if you ever have a real serious problem

Yamaha has owners manuals from 1998 and newer available as PDF files on their web site -- here's a link: http://www.yamaha-motor.com/outboard/service/viewmanuals/viewmanuals.aspx?ls=outboard

after many months of rpm problems and 800+ bucks later please check your main fuel hose from the tank, its possible a fuel check valve but in my case it was deterioratimg fuel hose, the fuel line was balloned in the middle out of site under the deck, it was collapsing at about 200 rpms, was just like throwing a switch at 2500 rpms, would idle fine and as you try to plane out but thats it.
2 cents here
