Cut Bait or Whole Herring?

i think this has been touched on before but i was wondering what everyones preference was and if they have had better luck with 1 or the other. personally i haven't used 'cut bait' too much, i usually run whole herring and have had good success with it. I have caught fish with the cut bait (or strips) but i just haven't fished them that much.
