Seems to me that the only "solution" for keeping that kind of thing from happening is to block off all access to the breakwalls permanently or at least during times that conditions are dangerous. There will always be some fools that will go out there when they shouldn't.

thats too bad another person lost their life there. So many people use the peir. It would be a shame if the pier were closed because a few people a year use poor judgement. Its a shame another person died. Prayers to the family.
