During his testimony before the commission, Joiner said the differences between live-bait and artificial-lure anglers was ?a Hatfield-McCoy conflict.? Robson told commissioners there would be an increased law enforcement presence at the pass during this tarpon season. Troy Sapp, representing the Boca Grande Enhancement Fund and a jig fisherman, said bickering over fishing methods is taking attention away from the real issue. ?This is a fishery issue and it has been sidetracked into gear, debris and technique,? Sapp said. The final year of a three-year study by the marine fisheries division about tarpon mortality is imperiled by the conflict between the live-bait and jig anglers. Robson said few charter guides were willing to cooperate with researchers as they try to gather more data on how tarpon are caught and the possible detrimental effect each method has.

Joe Mercurio, of the Tarpon Anglers Club, said researchers would be allowed on the boats of all competitors in its upcoming series of tarpon fishing tournaments. Commissioner David Mehan, who along with Commissioner Dick Corbett took part in this year?s cleanup effort, said the successful completion of that study is necessary before the commission can make further decisions on gear rules. Corbett said the two sides needed to resolve their differences in the interest of getting the study completed
